Reference to the letter of the Federation of Saudi Chambers No. 45104181, dated 09-11-1445 AH, in which it is indicated that the Union has received the General Authority for Ports letter No. 1/31/70/22644, dated 09-07-1445 AH, which includes a reference to the General Authority for Ports Circular No. 14 for the year 2022 AD, and based on what was observed of cases of non-compliance by shipping agents and tenants of storage space in the logistics area and support services areas in King Abdulaziz Port in Dammam with the working hours to receive and deliver containers in the storage yards 24 hours a day, seven days a week and during official holidays, and accordingly The Authority notes the following:
1- Emphasizing shipping agents’ compliance and adherence to working hours to receive and deliver containers to contracted storage yards 24 hours a day, seven days a week and during official holidays.2- Emphasizing the responsibility of shipping agents on behalf of shipping lines by providing storage yards or contracting with storage yards that cover the volume of work, ensuring the smooth receipt and delivery of containers without delay, overcrowding, or disruption of the logistical process, and not limiting the contract to one storage yard only.
3- Emphasizing the tenants of the storage yards in the logistics area and the support services areas to comply and adhere to the working hours of reception and delivery of containers 24 hours a day, seven days a week and during official holidays.4- Emphasis on shipping agents to provide 24-hour communication channels regarding receiving and delivering containers, responding to customers and beneficiaries, issuing approvals to return containers to spaces, and matters related to payment and fees resulting from that. Attached is a table describing violations and penalties in the event of non-compliance.
