Reference to the letter of the Federation of Saudi Chambers No. (44100259) dated (01/24/1444 AH), which indicates that the federation received an email from the Ministry of Commerce on (20/01/1444 AH) “attached” based on the noble Royal Decree No. (332) dated (13/01/1444 AH) and referred to the Minutes of the Council of Political and Security Affairs No. (23035) dated (19/12/1443 AH), which states that the Council reviewed the transaction related to the controls for publishing fatwas, including the letter of His Excellency the Chairman of the Experts Committee in the Council of Ministers No. (1973) ) On the date (06/04/1443 AH), to which is attached Minutes No. (156) and the date (06/04/1443 AH), which includes the following recommendations:
First: All public authorities must abide by the provisions of Article (39) of the Basic Law of Governance issued by Royal Order No. (A/90) dated 27/08/1412 AH and the Publications and Publication System issued by Royal Decree No. (M/32) dated (03/09/1421 AH) and its amendments, and its implementing regulations, and emphasizing them not to publish by any means - any publication, scientific research, fatwa, study or the like until after verifying the application of the following controls:
1- Not to violate the provisions of Islamic Sharia, the applicable regulations, or the directions, policies, plans or initiatives of the State.
2 - Not to publish what calls for discord or division or what calls to disturb the security of the state or its public order, or affects its public relations, or what serves foreign interests that conflict with national interests.
3- Not to publish anything that offends human dignity and rights, or leads to strife, reputational harm or defamation.
Second: The authorities - referred to in item (First) of these recommendations - review what they have previously published - by any means - in accordance with what is stated in that clause, and verify compliance with that by the bodies, entities and activities that are subject to their supervision and control. I hope for your happiness after being kind enough to read and abide by what was mentioned in the above noble order.
